Is the network and WAN always second to applications?  Do you get the appropriate money you need to build out your environments?

From my consultative experience 2nd, after Apps - which is bassackwards.
Part of the problem is perception. IF is perceived to always be problematic and costly. I have to agree with the latter. By getting IF under control from discovery to ADM, a few things happen. First, IF becomes manageable/controllable, more reliable, and less costly (assuming obsolete equipment and Shelfware is exposed and eliminated).

If infrastructure is under control, apps are more reliable and run uninterrupted - improving perception and upping the IF ranking.

this site runs pretty fast Vista laptop, cable modem.
