I have had some interesting experiences lately with small segments of the business trying to get things done in a large multi-national corporation.  Lately the very small field office has made some great headway and was able to start to make real organizational change.  My contact there asked me if she should keep trying to push things or if she should quit while she was ahead.  My response was "If you have Godzilla on a leash, and he will follow you... keep walking!!"
